I. Brief Description of the Construction Project

Project Name: Technical Renovation Project for Zhejiang Tenglong Electrical Appliance Co., Ltd.’s Production Line with an Annual Capacity of 600,000 Tap Changers

Project Type: Reconstruction and Expansion

Project Scope: Zhejiang Tenglong Electrical Appliance Co., Ltd. was formerly known as Sanmen Tenglong Electrical Appliance Co., Ltd. of Zhejiang Province. In 2010, the company relocated in its entirety to its current site and commissioned the Taizhou Environmental Science and Design Institute to prepare the “Environmental Impact Report Form for the Technical Renovation Project of Sanmen Tenglong Electrical Appliance Co., Ltd., with an annual output of 500,000 tap changers.” On July 19, 2010, the Sanmen County Environmental Protection Bureau approved the project under approval document No. Sanhuanjian [2010] No. 47. Furthermore, on October 15, 2014, the project passed the completion environmental protection acceptance inspection, with acceptance document No. Sanhuanyan [2014] No. 23.

The company currently plans to invest RMB 30 million to renovate and expand its existing plant site. The project will occupy a total area of approximately 52,136 m². It will employ the company’s proprietary tap‑changer technology and processes, procure production and testing equipment that meets domestically leading standards, and acquire domestically manufactured machinery, including machining centers, injection molding machines, hydraulic presses, vulcanizing presses, coating lines, and powder‑coating systems. Upon completion, the project will establish an annual production capacity of 600,000 tap changers.

II. Distribution of Major Environmentally Sensitive Targets within the Scope of the Environmental Impact Assessment

III. Overview of the Potential Environmental Impacts of the Construction Project

1. Waste gas

The waste gases generated by the technological upgrade project primarily include shot-blasting dust, vibratory‑polishing dust, welding fumes, Dacromet coating exhaust, Dacromet drying exhaust, powder‑coating dust, powder‑coating drying exhaust, pressing exhaust, rubber‑compounding dust, rubber‑mixing exhaust, vulcanization exhaust, injection‑molding exhaust, crushing dust, epoxy‑board cutting dust, epoxy boards, resin‑rod drilling dust, and catering‑kitchen oil‑fume exhaust. Following the treatment measures proposed in this environmental impact assessment, emissions can be brought into compliance with applicable standards.

The analysis and prediction results indicate that the project’s major pollutants will have little impact on the ambient air quality. Therefore, no atmospheric protection zone is required for the project.

2. Wastewater

The project’s wastewater primarily consists of rubber‑mixing cooling water, cutting‑spray water, and domestic sewage. The rubber‑mixing cooling water is discharged directly as clear stormwater, while the cutting‑spray water is recirculated without external discharge and requires only periodic makeup.

The project’s domestic wastewater discharge is 17 m³/d (5,100 m³/a). The project site is already connected to the municipal sewage network. Canteen wastewater is treated in an oil–water separator and then, together with other domestic wastewater, undergoes preliminary treatment in a septic tank to meet the intermediate indirect discharge limits specified in Table 2 of the Emission Standard for Pollutants from the Rubber Products Industry (GB 27632-2011). Following this, the effluent is conveyed to the municipal sewage network and ultimately discharged into Haiyou Port after being treated at the Sanmen County Urban Wastewater Treatment Plant, without causing adverse impacts on the surrounding aquatic environment.

3. Noise

During project operation, daytime noise levels at each plant boundary comply with the Class 3 standards specified in the Environmental Noise Emission Standard for Industrial Enterprises (GB 12348-2008). Following implementation of the project, and through measures such as sound insulation and noise reduction, the ambient noise environment outside the plant boundaries will remain unchanged.

4. Solid Waste

The solid wastes generated by this project mainly include metal scrap, waste emulsions, waste diesel oil, weld spatter, welding slag, DMC scrap, epoxy boards, resin‑rod scrap, baghouse dust, general waste packaging materials, hazardous waste packaging materials, spent activated carbon, and domestic waste. Metal scrap, weld spatter, welding slag, DMC scrap, epoxy boards, resin‑rod scrap, baghouse dust, and general waste packaging materials can be collected separately and sold for comprehensive utilization; waste emulsions, waste diesel oil, hazardous waste packaging materials, and spent activated carbon must be entrusted to qualified entities for safe disposal; domestic waste is collected in on‑site trash bins and then uniformly removed by the local sanitation authorities. All types of solid waste generated by this project—such as scrap, baghouse dust, general waste packaging materials, hazardous waste packaging materials, spent activated carbon, and domestic waste—are subject to appropriate treatment measures, ensuring no adverse impacts on the surrounding environment.

Upon completion, this project will, through the implementation of advanced and effective pollution control measures, ensure that emissions of all pollutants are effectively managed, thereby maintaining ambient environmental quality at its current level and complying with the principles governing environmental functional zoning.

V. Key Points of the Environmental Impact Assessment Conclusions Set Forth in the Environmental Impact Report Document

The technical renovation project for Zhejiang Tenglong Electrical Appliance Co., Ltd.’s production line, with an annual capacity of 600,000 tap changers, is located at No. 3 Fengming Road, Hairun Subdistrict, Sanmen County. The project will utilize existing factory facilities for production. Its construction complies with the overall urban plan and environmental functional zoning requirements of Sanmen County, and the pollutants emitted meet the national and provincial emission standards, satisfying local total‑quantity control requirements. According to the prediction results, following implementation, the surrounding environmental quality will conform to the environmental functional zoning criteria of the site. The project is consistent with the city’s master plan and aligns with national industrial policies. Moreover, upon completion, it is expected to deliver favorable economic benefits and contribute positively to local economic development.

Therefore, from an environmental protection perspective, provided that the mitigation measures recommended in this EIA are fully implemented, the “three simultaneous” system is strictly enforced to ensure compliance with emission standards, and environmental management is strengthened, the project’s implementation is feasible.
